Oku has proven itself to be a strong partner of the DAO, helping expand v3’s presence across 20+ EVM environments. They’ve also managed to create a self-sustaining business after having attained an initial grant from the UF. The Oku brand is largely conflated with the Uniswap brand at this point, and the target chains that we collaborate with have vouched for Oku’s product.
The incorporation of the blanket license exemption also seems like a prudent operational addition:
Oku must work in the confines of the DAO-approved deployment process, and they will only be compensated if they do so. We therefore don’t take issue with extending them a license exemption.

Combined rationale for the above two:
We voted in favor of this proposal because we believe the analytics for zkSync and Unichain are uniquely valuable given the structure and intent behind their incentive campaigns. Most of the results out of these in-depth analytics are extrapolatable, so we don’t have to analyze each campaign with high levels of detail. For example, the distribution of UNI incentives on Manta likely follow a very similar dispersion and result pattern to the incentives on Mantle. Hence, analyzing one of these chains often gives similar insights. What’s more valuable for similar incentive campaigns is a more simple dashboard that may be sufficiently provided via a Dune dashboard or by leveraging Oku data APIs. Forse’s product is unique in that it provides in-depth analytics, which is most valuable in certain scenarios. Another chain that I just wouldn’t bother analyzing is Polygon zkEVM since their team has basically deprecated the product.
The more in-depth type of analytics that Forse offers are most useful for campaigns like the Unichain one, which is being actively managed by Gauntlet. This would be similar to the analysis done on the Arbitrum LTIPP by Forse. zkSync is also interesting because we saw two tranches of this take place. The first tranche was voted in by Uni DAO and dispersed via Merkl in 2024. Then, in Q1 2025, an additional tranche of incentives were allocated to zkSync via the Ignite program, which leveraged OpenBlock Labs’ insights for incentive distribution.
Since many of the early 2024 campaigns were also lacking matching by the target chain, the impact of them is clearly not as robust as we would have hoped. In order for a campaign to do well, it’s best if the UNI allocation is matched by the target chain—and if the pool selection for incentives is conducted as a collaborative process between Uni and the target chain. Further collaboration on incentive distribution as well as matching of those incentives makes campaigns more robust. Buy-in from multiple parties aligns goals, and this is the model that the UAC has started focusing on more keenly. The best examples of this are BOB and Celo—these incentives are actively being deployed over the coming six months. Once they conclude, it would be nice for Forse to analyze these programs.

With our position remaining the same as the Snapshot vote, we voted in favor of this proposal. It was good to see the amended Additional Use Grant text during the onchain phase, making the license exemption component more palatable, especially with those who had concerns around the commercial usage aspect of the exemption. We believe the current state of the proposal is favorable for the operational aspect of scaling v4, something that Oku has evidently delivered on with the v3 side.
