Rationale: The SEAL Safe Harbor Agreement is a step up to protect Uniswap’s security infrastructure, especially in the absence of a pause function. Having a set of standardised rules of engagement for white hats to intervene during active exploits allows the protocol to be protected in difficult situations. The Safe Harbor Agreement has been vetted and is from a reputable team, with the provisions included being well thought out and applicable to Uniswap. Therefore, we will vote YES in favour of this proposal.
Proposal: [TEMP CHECK] Scale Uniswap Liquidity on Celo

Rationale: Celo is a blockchain that has enabled significant real-world use cases with the Opera MiniPay app. Uniswap v3 is a core app on Celo and volumes are significant. Stabila Foundation’s rationale for the selection of the pools makes sense and we’re satisfied with their responses to Blockwork’s questions. Celo’s usage of stablecoins as gas tokens is a significant plus point in enabling improved UX and the explanation of these transactions not being ‘dusting’ is sufficient enough. The incentives have performed well in the past and the ask is fair enough, especially with Celo more than matching the incentives.
Therefore, we will vote YES in favour of this proposal.
Proposal: [TEMP CHECK] Metal L2: Bridging TradFi and DeFi Through Uniswap V3

Rationale: While the opportunity to engage with Metal is intriguing given the regulated nature of the protocol, the TVL and user numbers are extremely low as other delegates have brought up. While we accept that dApps have not been launched and this contributes to the low TVL numbers, we think it may be better for Uniswap to deploy incentives once there is more activity on the chain, given Uniswap’s position as a flagship application. Therefore, we will vote NO against this proposal for the time being.
Proposal: Discretionary Budget from UAC for Co-Incentive Campaigns

Rationale: Using the surplus from the UAC to enable co-incentive programs is sensible, especially with the safeguards enabled by AlphaGrowth around the size of the incentive programs and the ability to only draw from the surplus when it is at least 50% higher than the current balance. The proposed opportunity with EtherFi makes a lot of sense as well. Adding expediency to execute co-incentive programs in this market in a controlled manner is a good decision, and therefore, we will vote YES in favour of this proposal.
Proposal: Incentive Package for Sonic (Formerly Fantom)

Rationale: Given that no other actions need to be taken by the DAO and all Uni v3 contracts have been deployed on Sonic already, coupled with the lucrative incentive matching from Sonic of 2x, this proposal is sensible to us. Therefore, we will vote YES in favour of this proposal.
