How is Quorum is decided?

Quorum threshold will be the same for all proposals or it will vary depending on the impact of the proposal?

I believe it will vary depending on impact of proposal

It’s the same quorum. Currently it’s 40M UNI votes for the formal on-chain proposal. See: Process | Uniswap
