Incentives for non-token holders in governance of Uniswap Ecosystem

Hi, Uniswap community!
Just curious, but how does Uniswap DAO currently incentivize the people who haven’t or scarcely have tokens?
I’m also a heavy user of Uniswap, but I wonder how much the governance system is aware of “user”.

Uniswap DAO can vote to for example expand Uniswap deployments on multiple chains to increase access
